Premise License

Business Premise Licenses and Signboard Licenses


Business Premise Licenses and Signboard Licenses are general licenses applicable to any business and will apply when the investor decides to start a business in Malaysia.


Businesses in Malaysia are required to apply for business premises licenses and signboard licenses from the respective State Authorities. The requirements for the application may vary according to each local authority.


Premise Licence


Premise licence is a licence issued to a premise to carry on any trade, business, and industrial activities.


Composite license


Composite license is a combination of a premise license and a premise signage advertising license.


Criteria required for a premise to apply for a license


1. The premises are within the administrative area of Kuala Lumpur City Hall.


2. Not in a residential area/zone.


Procedures to apply for a business premises license


Application can be made online through https://elesen.dbkl.gov.my


Attach the following documents:


i. A copy of Company's/Organisation's Business Registration (Form 9 & 49 or Form D together with business and owner's information)


ii. A copy of applicant’s identity card / passport


iii. Visual (coloured) of a signboard advertisement that has been approved by Dewan Bahasa Dan Pustaka and a picture of the location of the advertisement (if applicable)


iv. 2 pictures of the premises (inside and outside), in colour, 4R size with different angles


Other supporting document that needs to be submitted:

Activity Supporting Document


Activities on lot land/ open space/ individual building/ change of use: Copy of Development Order (DO)


Entertainment: Copy of Development Order (DO) for entertainment activities


Nursery / daycare center: Copy of Certificate / Letter of Approval from Department of Social Welfare


Hotel: Copy of Development Order (DO); Copy of Certificate of Fitness (CF) / Certificate of Completion and Compliance (CCC)


University / College / School / kindergarten / tuition centre: Copy of certificate / letter of approval from Ministry of Education


Money changer/ lenders/ number forecast: Copy of certificate / letter of approval from Central Bank / Ministry of Housing and Local Government / Ministry of Finance


Clinic: Copy of Annual Practicing Certificate / Establishment License


Cyber Cafe: Copy of Letter of Approval / Support from Ministry of Youth and Sports or Esports Kuala Lumpur Association

Application for non-citizen ownership: Copy of letter of support from Investment Development Authority or Regulatory Authority such as MITI / MIDA / KPDNHEP / INVESTKL / Central Bank / Agency or; Copy of Franchise Registration from Ministry of Domestic Trade and Consumer Affairs


Business activities in traditional villages: Copy of Lease Agreement / Permission letter from land owner


License fee charges


License fee rates are according to the categories as below:

Office RM200.00/unit

Business Trades RM3.00/sm

Food/Beverage RM3.00/sm

Manufacturing RM5.00/sm

Health/Beauty RM50.00/sm

Workshops and Engineering Work RM5.00/sm

Agriculture and Livestock RM3.00/sm

Warehouse/Store RM3.00/sm
