Courier Licence Application

Apply for new courier licence licence (known as non-universal service)


The courier is divided into 3 types of licences, as shown below:

 TYPE OF LICENCE

LICENSABLE ACTIVITIES

Licence A

Provide international inbound and outbound courier service and domestic courier service in Malaysia.

Licence B

Provide international inbound courier service and domestic courier service in Malaysia.

Licence C

Provide intra-state domestic courier service in Malaysia. The following States and the Federal Territories are to be considered as a single state: a) Selangor, the Federal Territory of Kuala Lumpur and the Federal Territory of Putrajaya; and b) Sabah and the Federal Territory of Labuan.



Eligibility Criteria for Courier License Applicants


To qualify for a courier license, applicants must meet the following criteria:


  1. Company Incorporation: The applicant must be a private limited company ("Sendirian Berhad") or a public limited company ("Berhad") incorporated in Malaysia.

  2. Registered Office: The applicant must maintain a registered office within Malaysia.

  3. Sufficient Working Capital: The applicant must have adequate financial resources to effectively carry out its courier services under the Postal Services Act 2012 (PSA 2012).

  4. Board and CEO Qualifications: The Board of Directors (as declared in Form 49 or equivalent under the Companies Act 2016) and Chief Executive Officer must possess the qualifications outlined in the First Schedule of the Postal Services (Licensing) Regulation 2015 (as detailed in Annexure 1).

  5. Minimum Paid-up Capital: The applicant must have a minimum paid-up capital, as shown below.

Submission of Application


New Application


The applicant seeking a courier license must submit the following documents in hard copy format to MCMC:


  • Checklist: As per Annexure 2

  • Application Form: As per Annexure 3

  • Application Fee: RM100.00, paid online to MCMC's account (details provided upon submission)

  • Financial Statements: Certified copies of audited financial statements for the past three years

  • Fit and Proper Declaration: Statutory declaration by the Board of Directors (Form 49 or equivalent) and CEO (Annexure 4)

  • Company Documents: Certified copies of relevant forms under the Companies Regulation 1966 or the Companies Act 2016:

    • Memorandum & Articles of Association

    • Forms 9, 13, 24, 44, 49, and 32A

    • Latest Annual Return

  • Business Write-ups:

    • Current business and corporate information:

      • Business activities

      • Corporate structure, related companies, and holding companies

      • Paid-up capital and shareholding

      • List of Directors

      • Organization chart

      • Top management CVs

    • Proposed business plan:

      • Business activities

      • Operational process flow chart

      • Delivery locations and rates

      • General Terms and Conditions to be imposed on the customers (refer to MCMC Guidelines, Annexure 5)

    • 3-year rollout plan:

      • Proposed location of the business premises for customer access (at least 5 for License A/B within 3 years)

      • Proposed location of the sorting hubs

      • Anticipated operating expenditure and capital expenditure (Annexure 6)

      • Anticipated profit and loss (Annexure 6)

      • Funding sources to finance the CapEx and OpEx

      • Proposed holding agents (if any)


Note: All photocopies must be certified by the Director or Company Secretary.
